The 'Maze'

I came across the following in a box marked 'Deciphers of Diplomatic Papers American 1740-1841' in the British Library
It was one loose sheet of paper - nothing with it to say who its from or to -



I've tried looking at it from all angles - folding on the numbered lines etc. - it's got me baffled - any ideas?

I'm guessing it goes with another document... perhaps as an overlay to show in what order the letters/words need to be read. It's certainly a very linear "maze"...
